- Open Shortcuts, tap + and add the action Make Image from PDF Page (set the format to JPEG).
- Add the action Save to Photo Album right after it.
- Open the shortcut's settings (the ⓘ button) and turn on Show in Share Sheet, accepting PDFs.
- Open your PDF in Files, tap Share and run the shortcut — each page is saved to Photos as a JPG.
A screenshot also works for a single page, but it only captures what's on screen, at screen resolution. For full-resolution pages and big multi-page PDFs without building a shortcut, use a converter.
